This is not a countback. A countback fills one vacancy and leaves the rest of the chamber alone. This re-runs the whole election without a candidate, which can move other seats too — and that difference is the point of the table. The two coincide only for the last seat filled, where this paper’s answer matches the Electoral Commission’s published countback exactly.

The pattern is not random. A seat filled in the second phase — out of whatever ballot weight was left over — passes cleanly, because nothing was bought with that weight afterwards. A seat won at a threshold does not: remove its holder and the weight they spent returns to play, which changes who can afford the residual seats at the bottom of the chamber. That is why the same name keeps appearing in the last column.
